As an American tourist, I decided to visit Jaffna and do some sightseeing there. Hence, I booked a room at Subhas Hotel for 2 nights. The bed was extremely comfortable.
The hotel food was local Jaffna Sri Lankan food and very reasonable in price while also being very delicious. The hotel staff were also very courteous.
In terms of convenience for exploration of the city by walking, I also found the hotel to be reasonable close to the main Jaffna city area while also managing to be in a hidden quiet area. For example, it was quite manageable to walk to Jaffna Fort.
On the first night, it began to rain while I was at the Rio ice cream place which was around a 25 minute walk away from the hotel. I tried to get a tuktuk or even an Uber back to the hotel, but due to high demand from the rain, it was impossible. So, finally, around 10:30 PM, I sent a message to the hotel asking if they could send transportation to pick me up. I was not sure if the hotel had gotten the message, and I started walking back on the side of the road in the rain using the Google maps while a dog was following me from a distance. Most fortunately, out of the blue, one of the hotel staff suddenly found me, and we then quickly got back to the hotel on his motorcycle.
Later, the hotel also helped me book my night bus ticket to Negombo, and complimentary motorcycle transport (with a helmet for me) was provided for both picking up the bus ticket and later at night to the bus pick up point.
